Nelly Mireku

Mrs. Nelly Mireku is a Chief Economics Officer and Director of the Research Division with over two decades of experience as an economist in the Ministry of Finance with specialization in macroeconomic management, fiscal policy and multilateral cooperation.

She was the Head of the World Bank Group Unit of the Ministry from September 2021 to April 2025, where she led the team to mobilize resources from the World Bank and manage the over US$4 billion World Bank portfolio in Ghana. She concurrently held the position of Head of International Advocacy in the Office of the Finance Minister, showcasing her expertise in international economic relations.

Prior to her appointment as Head of the World Bank Group Unit, Mrs. Mireku served as Senior Advisor to Ghana’s Executive Director at the World Bank from 2016 to 2021, where she provided strategic support to the Executive Director and provided advice on the World Bank Group’s policies, operations, strategies, lending, resource mobilization and its role in global issues

She was Head of the Fiscal Policy Unit in the Economic Forecasting and Research Division (2014–2016), leading fiscal policy analysis and contributing significantly to policy formulation and dialogues, public financial management and negotiations with the International Monetary Fund (IMF). Earlier in her career, Mrs. Mireku served as a Special Appointee at the IMF (2011–2012), further deepening her expertise in international financial systems.

As a pioneer in advancing Ghana’s fiscal management, Mrs. Mireku developed a framework to align the country’s fiscal data with the 2001 Government Finance Statistics Manual, enabling high-frequency reporting. She was also a member of the IMF’s Government Finance Statistics Advisory Committee in 2011.

Mrs. Mireku holds an MPhil in Economics from the University of Ghana and a B.A. (Hons) in Economics from the University of Cape Coast. She is a member of the Institute of Certified Economists of Ghana (ICEG) and has enhanced her professional development in macroeconomic management and leadership through programs at institutions, such as the University of Oxford, Georgia State University, and the International Monetary Fund.
