Yaa Asantewa Asante is a Chief Economics Officer and Director of the Public Debt Management Office. She has over 20 years’ experience as an Economist in the Ministry of Finance, Ghana.
Prior to this, Ms. Asante was the Group Head of Budget Monitoring and Reporting at the Ministry of Finance, where she provided oversight for the Public Expenditure Management Unit, Technical Budget Assistance and Support Unit, and the Fiscal Decentralisation Unit. She held this role from June 2024 to April 2025, leading efforts to enhance budget oversight and efficiency.
In her capacity as Head of the Public Expenditure Management Unit from January 2016 to June 2024, Ms. Asante was instrumental in monitoring and reporting on public expenditure, including forecasting. Since 2016, she also chaired the Energy Sector Levies (ESLA) Working Group, playing a key role in Ghana’s energy sector levy implementation and management.
From 2013 to 2016, she was the Head of the Investor Relations Unit in the now Public Debt Management Office, where she led Ghana’s investor relations strategy, engaging with domestic and foreign investors, rating agencies, financial institutions and the Bank of Ghana. Prior to that, she headed the Domestic Debt Management Unit, overseeing Ghana’s domestic debt strategy.
Ms. Asante has been a key figure in Ghana’s public debt evolution. As a member of the National Bond Market Committee II, she contributed to critical reforms in the domestic debt market and led the implementation of key recommendations from the committee’s report. She also led the development of Ghana’s first issuance calendar, a major milestone in enhancing market predictability and investor confidence. With over 20 years at the Ministry, Ms. Asante has consistently driven financial policy advancements, public finance reforms and budget management.
She holds a dual Master’s degree - an MSc in Accounting and Finance from the University of Ghana and an MSc in Financial Economics from the University of Leicester - along with a BA in Economics from the University of Ghana. She is a member of the Institute of Certified Economists of Ghana (ICEG) and was awarded the prestigious British Chevening Scholarship in 2005 for her academic excellence and leadership potential.
