Mr. David Klotey Collison is currently the Coordinating Director with an oversight responsibility over the External Resource Mobilisation Division at the Ministry of Finance, having joined the Civil Service in December 1995 as an Assistant Budget Analyst at the Ministry of Finance. He was later posted to serve at the Sub National level, specifically in the erstwhile Ga District Assembly and Dangme West District Assembly and as a result of the vast expanse of knowledge in Public Financial Management (PFM) he acquired on the job, he was re posted to the Ministry of Finance to handle the Ministry’s Budget preparation, among others.
The experience he has gained over the years owing to the leadership roles he handled and the reforms he led in the Public Financial Management and Administration landscape which culminated into restructuring of some state institutions has adequately built him up as an Expert in that space.
Some of his notable achievements in the Ministry are enumerated as follows:
· As the Director of the Public Investment and Assets Division, Mr. Collison led the reforms in the State-Owned Enterprises (SOEs) Sector leading to the development and enactment of the State Interests and Governance Authority Act, 2019 (Act 990) and the establishment of the State Interests and Governance Authority. He also provided leadership in the development of the State Ownership Policy, the Code of Corporate Governance for Specified Entities and Public Service Organizations in Ghana, the development of the Curriculum for Training Boards and Management of Specified Entities, Development and Publication of the State Ownership Reports for the period 2016- 2020, Corporate Governance Reviews of selected SOEs and a study of Commercial Equity Holdings of Government among others.
· In the area of Public Investment Management (PIM), Mr. Collison led the reforms by spearheading the development and enactment of the Public Financial Management (Public Investment Management) Regulations, 2020 (L.I. 2411) and the operationalization of the Regulations, the development and publication of the first National Parameters and Conversion Factors for Ghana to provide data and information for conducting economic appraisal on investment projects and the institutionalization of Public Investment Management related training.
· In the area of Public Private Partnerships (PPP), Mr. Collison spearheaded the development, enactment and operationalization of the Public Private Partnership Act, 2020 (Act 1039) and the development and publication of the Annual Reports for Public Private Partnership Projects. He was also the Chairman of the Committee of Experts that reviewed the PPP Framework, Regional PPP Policy and Regional PPP Guidelines for the Economic Community of West African States (ECOWAS) which has since been approved by the Commission, the Council of Ministers and the Heads of States.
· Prior to being the Director for Public Investment and Assets Division in May 2017, Mr. Collison was the Group Head for Budget Development and was responsible for Compensation of Employees Management, Non-Tax Revenue and Coordination of the National Budget Development Process from February 2015.
Mr. Collison graduated with a BSc (Hons) degree in Agriculture, majoring in Agricultural Economics from the University of Ghana in 1993 and also graduated with a Master’s degree in Business
Administration (Finance option) from the same University in 2001. He is a Member with good standing of the World Association of PPP Units and Professionals, and an APMG International Certified PPP Professional.
