OVERVIEW
The Public Financial Management Systems Division (PFM-SD) at the Ministry of Finance is responsible for ensuring the effective oversight, coordination, and modernization of all Public Financial Management systems across government, in accordance with Regulation 14(1) of the Public Financial Management Regulations, 2016 (L.I. 2378). The Division was established to assist the Minister Responsible for Finance in discharging his statutory responsibilities for all PFM systems in Ghana, including the Ghana Integrated Financial Management Information System (GIFMIS) and all associated technology components.
MISSION
The Division's mission is to oversee and coordinate the implementation of PFM systems in Ghana, ensuring effective and efficient management of all PFM systems in the country through a homegrown pool of technical expertise embedded within the civil service.
FUNCTIONS
- Provide centralized oversight and technical coordination of PFM systems across government, including GIFMIS and ancillary installations.
- Develop and implement PFM systems policies and strategies under the Minister’s supervision, ensuring alignment with national development goals and legal frameworks.
- Liaise with stakeholders including development partners and technology vendors to ensure reforms reflect global best practices.
- Support, manage, and secure ICT infrastructure and applications underpinning PFM systems, including GIFMIS modules, MoF IT systems, and specialized reporting tools.
- Enforce architecture standards, change control, release governance, and technical documentation to safeguard end-to-end PFM controls and data integrity.
- Maintain hosting environments, networks, cybersecurity, identity and access management, disaster recovery, and business continuity.
3. Data Integrity and Performance Monitoring
- Manage financial systems and databases to ensure audit trail completeness, data integrity, and timely fiscal information for decision-making.
- Monitor and evaluate PFM system performance, maintaining a modernization roadmap and recommending scale-up, integration, or replacement where necessary.
4. PFM Capacity Building and Institutional Strengthening
- Provide technical assistance, capacity-building, and help desk support to MDAs and MMDAs for effective PFM systems use.
- Build sustainable in-house capacity by attracting, developing, and retaining technical experts, reducing reliance on external vendors.
UNITS
The PFM-SD is led by a Director who serves as the single accountable officer for the day-to-day technical coordination, architecture oversight, and implementation management of PFM systems.
The Division comprises five technical units and one support unit:
The Business Systems Unit is responsible for translating business needs into system solutions, documenting PFM processes and controls, and ensuring systems reflect government business and legal requirements.
The Applications Systems Unit is responsible for the configuration, development, integration, maintenance, and technical support of GIFMIS applications and data services.
The ICT Infrastructure Unit is responsible for hosting, cybersecurity, identity and access controls, resilience, and operational availability of GIFMIS environments.
The ICT Systems Support Unit (MoF Services Management) is responsible for day-to-day user support, service desk operations, networks, system configuration and access management.
The PFM Change Management and Capacity Development (PFM Training Institute) is responsible for building and sustaining the technical and functional capacity of government staff and stakeholders to manage PFM systems effectively through structured training, certification, and advisory support.
The Systems Division Coordinating Unit is responsible for supporting the Office of the Director through correspondence management, coordination of divisional activities, monitoring of workplan implementation, consolidation of reports, stakeholder engagement, and ensuring effective communication with internal and external stakeholders.
