UGANDA PPDA PAYS COURTESY CALL ON HON FIFI KWETEY

A five-man team from the Public Procurement Authority and Disposal of Public Asset (PPDA) of Uganda has paid a courtesy call on the Deputy Minister of Finance, Hon. Fifi Kwetey.

The Deputy Minister welcomed the team saying it is an honour for them to have come all the way from Uganda to share experiences and to learn from PPA Ghana.

He said the work of the Public Procurement Authorities was in line with government’s objective of conducting its business in a transparent manner and encouraged them to work hard to meet their objectives of achieving international best practice.

Mrs. Sarah Lubega, leader of the delegation and a Board member in her remarks thanked the PPA of Ghana and the government for their hospitality.

She noted that the two countries have historic cordial relations and a common objective of ensuring the transparent, efficient and economic use of public funds to support national development.

She said the team chose Ghana because PPA Ghana is recognized worldwide as a model public procurement regulatory agency in Africa.

Mrs. Lubega said they have had useful and interactive discussions with the PPP Ghana. “We intend to borrow a leaf from PPA when developing the Uganda Procurement Performance Measurement System (PPMS)” she added.

In particular, She said Uganda would adopt the Public Procurement Model of Excellence (PPME) Tool, a monitoring and evaluation tool developed by PPA Ghana. It is a home grown monitoring system based on international best practices and used by PPA Ghana to assess compliance levels of the procurement entities.

The CEO of the Public Procurement Authority of Ghana, Mr. Adjenim Boateng Adjei gave an overview of their activities saying their main objective was to ensure judicious use of public funds in a fair, transparent and non-discriminatory manner while promoting indigenous businesses.

The rest of the delegation are Mr. David Kabateraine, a procurement specialist, Eng Yunus Mpagi, an engineer and Board member, Mr. Milton Tumutegyereize, Director Training and Capacity Building and Mrs. Cornelia Sabiiti, Director Legal & Compliance and Secretary of the Board.

Present at the meeting were Nana Juaben-Boaten Siriboe, Chief Director of the Ministry of Finance and some management staff of the Public Procurement Authority of Ghana.
