UN QUARTERLY REVIEW MEETING
Programme Review meeting of Implementing Partners (IPs) of UNDP/Government of Ghana funded programmes for 2009 has been held in Accra.
The meeting offered the UNDP, among others, the opportunity to share with participants the “new concept’’ of project management as enshrined in the revised regulations circulated by the UNDP Headquarters.
The meeting highlighted the need for Implementing Partners to have a lead Ministry to coordinate the implementation of the UNDP-supported programmes in the specific programme or thematic area (e.g. Governance, Environment and Energy, Economic Policy Management, etc.).
In brief remarks, the Chief Director of the Ministry of Finance and Economic Planning, Nana Juaben-Boaten Siriboe noted that the Ministry is expected to play a key role by ensuring national ownership, accountability and achieving results and harmonization between the UNDP supported programmes and government policies and programmes.
He added that since the inception of the implementation of the 2006-2010 Country Programme Action Plan (CPAP) has not received a single quarterly report on the implementation of the Annual Work Plans of all the projects signed between the IPs and the UNDP. “We are worried by this development”.
He however urged the Implementing Partners to submit their progress report on time.
Nana Siriboe was, however, worried about the under usage of some equipment supplied like computers noting that, they could be used to improve on the business process and the way of doing things in the institutions.
He said that despite the bottlenecks, the Ministry of Finance and Economic Planning wishes to affirm its commitment to continue to support efforts to address the constraints faced in the implementation of Action Plans towards the attainment of the objectives of the GPRS II and the MDGs.
The Residence Country Director of the UNDP, Mr. Dauda Toure in brief marks noted that the importance of the Review is to help assess and know the development results.
The meeting brought together IPs from the various Ministries, Departments and Agencies including their Chief Directors and officials from the UNDP.
