African Capacity Building Foundation (ACBF) delegation call on Hon. Minister of State.

A three member delegation from the African Capacity Building Foundation (ACBF) led by Mr. Edwin Forlemu, the Executive Secretary has paid a courtesy call on Hon. Dr. Akoto Osei, Minister of State at the Ministry of Finance and Economic Planning.

They discussed among other things renewal of the relationship between Ghana and the Foundation and how the organization could assist to improve capacity of economists in the country.

Welcoming them, Dr Osei noted the lack of capacity in African countries especially, Ghana, and challenged ACBF to take a lead role in building capacities of African countries to empower them to speak for themselves rather that donors speaking on their behalf.

He said Ghana needed their support now as the country which is now described as an emerging economy has her unique set of challenges different from other third world countries which must be addressed from within.

“We need a lot of capacity building in the Ministry and other MDAs and it would be very useful for an African institution to be in the forefront of educating our people”, he stressed.

Mr. Forlemu on his part assured the Hon Minister of the Foundations commitment to their mission of building capacities of Africans to help improve on managing their economies.

He said a team from the Foundation and the Ministry would soon put together a holistic training programme for Ghana.

Present at the meeting were, Nana Juaben-Boaten Siriboe, Chief Director, MOFEP, Mr. Samba Ka, and Mrs. Leah Chipepa both of the ACBF.

The African Capacity Building Foundation (ACBF), based in Harare, Zimbabwe, is an independent, capacity-building institution established on February 9, 1991 through the collaborative efforts of three multilateral institutions (the African Development Bank (AfDB), the World Bank, and the United Nations Development Programme (UNDP)), African governments and bilateral donors.

The current membership comprises the three sponsoring agencies (AfDB, UNDP and the World Bank), the International Monetary Fund (IMF), which joined the Foundation in April 2002, as well as 41 African countries and non-African countries and institutions,

The establishment of ACBF was a response to the severity of Africa's capacity problem and the challenge to invest in indigenous human capital and institutions in sub-Saharan Africa.
