MoF, GRA and IFS London Dissemination Event on Research Based Tax Policy Formulation

The Revenue Policy Division (RPD) of the Ministry of Finance is holding a dissemination event on analysis done on key economic policy issues at the Ministry of Finance on March 7th, 2018.

The event is being organized by the Division in collaboration with GRA and the Institute of Fiscal Studies in the UK.

Discussions will center on work being done on:

  1. Refining approaches to costing new tax policies, including accounting for the potential impacts of policies on taxpayer behavior.
  2. Building a tax and transfer microsimulation model (GHATAX) to assess the impacts of tax and transfer policies and policy proposals on the incomes of different sections of Ghanaian society
  3. Improving the availability of micro-level tax data, to allow more reliable and accurate tax policy analysis

The RPD and the Research, Planning and Monitoring Department of the Ghana Revenue Authority (GRA) and the Institute for Fiscal Studies (IFS) have jointly conducted analysis of a number of key policy issues, built associated modelling tools, and longer-term analytical capacity. This partnership, which began in 2016, is part of broader efforts within the Division to produce judicious and research based tax policy initiatives.

The IFS is the United Kingdom’s leading independent microeconomic research institute. Its research remit is one of the broadest in public policy analysis, covering subjects from tax and benefits to education policy, from labour supply to corporate taxation. The IFS hosts the Centre for Tax Analysis in Developing Countries (TAXDEV), which is funded by the UK’s Department for International Development (DFID).
