FRAMEWORK MEMORANDUM BETWEEN THE GOVERNMENT OF GHANA AND DEVELOPMENT PARTNERS MULTI-DONOR BUDGETARY SUPPORT PROGRAMME
Preamable: This Framework Memorandum (FM) describes the common framework for the
implementation of grant and loan agreements through the Multi-Donor Budget Support
Programme (MDBS) to support the Growth and Poverty Reduction Strategy (GPRS 11)1.
This FM replaces the previous one between the Government of Ghana (GoG) and
Development Partners (DPs) signed in Accra on 30 June 2003.
AIDE MEMOIRE OF THE 2009 ANNUAL REVIEW
INTRODUCTION : This aide mémoire summarises the discussions and conclusions of the 2009
annual review of the Multi-Donor Budget Support (MDBS) programme. The review
was held in Accra during April 2009. The main meetings took place between 2-9
April, with follow-up meetings during the subsequent weeks. The review considered
overall progress in implementing the GPRS-2 during the preceding year (‘holistic
assessment’) as well as progress against the specific targets and triggers in the
2008 column of the Progress Assessment Framework (PAF) for 2008–10.
ADDENDUM to the AIDE MEMOIRE of the 2009 MDBS ANNUAL REVIEW
INTRODUCTION : This addendum summarises the discussions and conclusions of the reassessment of
outstanding Multi-Donor Budget Support (MDBS) disbursement triggers that took
place on Wednesday 9 September 2009 at the Ministry of Finance and Economic
Planning.

Over the four (4) year period DPs have shown their commitment to Governments agenda by contributing approximately $1148.93 billion ($245.9 million
in 2003, $309.03 million in 2004, $281.88 million in 2005, and $312.12 million in 2006).
